Policy Priorities
Now is not the time for Ohio to rest on its laurels. Recent changes in our advanced energy policy have undoubtedly increased business investment, created jobs and placed Ohio in a much stronger position to capitalize on growth opportunities in the clean energy economy. But we are all well aware there is still much more work to be done.
After playing a critical role in the legislative accomplishments that brought Ohio to this point, OAE now plans to aggressively advocate for additional policy improvements that will maintain the state’s positive momentum. The passage of Senate Bills 221 and 232 set the foundation for Ohio’s energy future by mandating utilities’ use of clean-energy sources and slashing tax rates on renewable and advanced energy projects. Now the task is to build on that foundation. OAE’s policy priorities include:
- RPS watchdog: Intervene in PUCO cases to ensure utilities are in full compliance with the state's Renewable Portfolio Standard force majeure provisions, and are entering into long-term contracts for renewable energy and renewable energy credits. Monitor the RPS 3% cost cap so that it is not invoked inappropriately.
- Tax reform extension: Many of S.B. 232’s tax reforms are set to sunset in 2011. OAE is laying the groundwork to extend or make permanent this tax treatment.
- Executive and legislative outreach: Educate key executive and legislative officials about the critical importance of the RPS and aggressively advocate for the industry. Deploy sharply focused advanced energy message that fits into a broader energy strategy including nulear, clean coal and natural gas. Propose alternatives to the recently expired Ohio Advanced Energy Fund, such as on-bill financing, tax-credit programs and other deficit-neutral alternatives.
Working with other key partners in industry and the environmental community as part of a strong coalition, OAE has proven it is up to the challenge and is looking for new members to join in the effort.
